Appwiz.cpl windows 2003

I have problem with add remove programs icon missing and after expanding appwiz. Then i tried to run sfc system file checker and that didnt help either. Now i think that the problem is probably with registry. Where is the key for add remove programs in registry. That is probably corrupted and I would like to talk to specialist who worked with windows registry on this problem and not someone who thinks this is the solution but they never had any experience with that.

This is production server that hosts exchange and blackberry server and if i do that company is going down. I guess i will leave it unsolved it is working ok now just dont have add remove programs can live without that I thought it is registry related problem since the file exists just not registered in registry. Guess will leave it unresolved. I try to talk to Microsoft and they say it is impossible it never happened before.
